no it doesn't because vaseline is like a grease it doesnt helps to enter air in the leaves. plants nees carbon dioxide fir the process of photosynthesis. if leaves doesn't get co2 plant can't make food and they cant survive.
so potted plant covered with vaseline doesn't remain healthy for long..

If Leaves of healthy potted plant werecoated with Vaseline to block the stomata then that plant will not remain healthy for long and die rapidly also. ...vaseline layer prevent the plant from receiving sunlight. also, processes like photosynthesis, transpiration and respiration stops and the plant will die gradually.
