Here, it means that when Gratiano is talking to Antonio about his melancholiness, he mentions about Oracle. "Let no dog bark" means noone should talk when he(Sir Oracle) is speaking.

Explanation:Gratiano says this proverbial phrase to mention that when he speaks no other there to utter even a word. He says that he is a fountain of wisdom and when he speak ,others keep quiet. He says this when he is talking to Antonio about his melancholic mood . Gratiano refers him to as Greek Sir Oracle .
