Explanation:

1)Both fluorine and oxygen have small size, high electronegativity and also high negative electron gain enthalpy.They can oxidise a metal to the highest oxidation states are shown in oxides and fluorides of transition metals.

2) Cr²+ . It can be explained on the basis of the standard electrode potential values E° (Cr²+/Cr³+ = -0.41V ) and E° (Fe²+/Fe³+ = +0.77V ) .Thus Cr²+ is easily oxidised to Cr³+ but Fe²+ cannot be readily oxidised to Fe³+
