I am not going to write the letter but gonna give some ideas for the letter...
I hope you know the format of letter writing..

you can start by your love for animals in the first para for 2-3 sentences.

The second para becomes the main body which you have to describe the problem caused by stray animals by relating it to real life experiences which you may see in news channels about the nuisance the stray animals create.

finally in the last para write what can be done in order to reduce the number of stray animals. The main reason for which the stray animals increase is because of our careless garbage disposes on the side of the streets..
At the last you can write to publish this letter in one of the columns of his prestigious daily...

Through the column of your esteemed newspaper, I would like to draw the attention of the concerned athourities towards the problems that happened due to increase in stray animals in our area.

I am a local resident of this area. From many days, we are facing many problems against stray animals in our area. We have complained a number of times to the people working under you and they say it shall be done soon, but it never happens and we always get the same response. It's getting dangerous for children to play out the house because some of the dogs out of nowhere attack the people. The dogs are becoming vicious day by day and they have bitten not only children but also 2 full-grown men.The society is getting dirtier and dirtier day by day as the dogs either rip open the garbage bags which our maids carry or they litter the garbage cans all over the place. Now they have reached such limits that our maids are also not entering the society.

I hope you will publish my views in your newspaper that would help to draw the attention of the concerned authorities towards their responsibility.
