Step-by-step explanation:

let numerator be'x', denominator be 'y'

x+y=2x+4......[by 1st given condition]

x-y=-4.....(1)

(x+3)/(y+3)=2/3..[by 2nd given condition]

3x+9=2y+6

3x-2y=-3........(2)

multiplying (2) by 2

2x-2y=-8.......(3)

subtracting (2) from (3):-

2x-2y-(3x-2y)=-8-(-3)

-x=-5

x=5

5-y=-4

y=5+4=9

the ratio is 5:9
