liberals were not democrats because they were not believe in Universal adult franchise ,that is ,the right of every citizen to vote . The library felt that man with having property ,should be given the right to vote .They also wanted that the women should not be right to vote . Also library favoured a representative ,elected parliamentary government . Such a government should be subjected to law interpreted by a well - trained and independent Judiciary. But , some of the libraries were not democratic .
