In hilly areas clouds are comparatively closer to the ground than in the plains. Therefore lightning strikes are more frequent in hilly areas. The houses/trees on hills are at a higher altitude compared to the houses/trees on the plains. So lightning strikes the hilly areas first as they are at a higher altitude.
