It is an example of a simile because of two factors. To begin with, it is a phrase used for comparison. So, it can either be a simile or a metaphor. Additionally, the word ‘like’ indicates that it is a direct comparison. Therefore, it is a simile. A metaphor is not as direct as a simile. A metaphor is more complex figure of speech than a simile.  

Like a child at play could mean that someone is so busy that he does not realize what is happening around him. He is too involved in what he is doing.  

The complete sentence, in case of a simile would be: He was so busy admiring the flowers that he looked like a child at play.

A metaphor for the same situation could be: The flowers intoxicated his senses.
