The limitations of the principle of priority are:
1) Article 20 embodies the most important limitation of the priority ,namely,that the names have no status unless they are validly published.
2) Article 21- The revised wording emphasizes the fact that Linne is the general starting-point of botanical nomenlature.
3) Article 22 it seems advisable to state that the lists of conserved names are permanently open for additions, and to explain the limitations of conservation.
