In 1919 the Imperial Legislative council hurriedly passed the Rowlatt Act,despite of mass and united opposition of indian members. The law gave the govt enormous power to repress political activities and allow detention of people without trial in the court.

The Rowlatt Act was a black act that gave the British government and their police force the power to repress all the political activities like Satyagraha as a part of the Indian Independence fight. It also allowed the detention of the political prisoners and any person who was suspected of causing terrorism, for up to 2 years without the need of a trial. It was recommended by the Rowlatt Committee and it was named their committee president Sir Sidney Rowlatt, who was also a British judge.
Mahatma Gandhi wanted to Civil Disobedience movement in a non-violent way. So, he called off the Rowlatt Satyagraha movement as it was spreading a lot of violence. This was one of the main limitations of the Rowlatt Satyagraha movement.
Another major limitation was that this movement was limited only to the cities and towns, and the villages did not get a chance to participate in it.
