1)Rajya Sabha cannot pass money bills like Lok Sabha.
2)It has less members(250) than Lok Sabha(545).
3)They are not representatives of people as they are not democratically elected.
4)Rajya Sabha can only suggest changes in Bills passed by Lok Sabha.If the change is either or not accepted it has to pass the bill anyways.
