slope of the line =y2-y1/x2-x1=-1/4


equation of line whose slope is -1/4 and passing through (1,3) is

(y-3)=-1/4(x-1)

4y-12=1-x

x+4y=12

x/12+y/3=1

x intercept is 12

y intercept is 3


since it passes through (-4,b) it satisfies the polynomial

-4+4b=12

b=4
