1) The people under poverty are uneducated and therefore most are not even aware about these programs.
2) India as a country itself is not very rich economically like the USA for example, so these schemes are generally not that effective.
3) Everyone knows how much corruption is in India so all the money of these schemes are more or less sucked by the officials.
