Explanation:

IC 74155 is a dual 1:4 line demultiplexer with individual strobe input. It has common binary address inputs (A,B and C) and it is available in single 16 pin package. To enable a section , we have to connect the corresponding strobe input the ground the data applied to input IC is invested it's output and that applied at pin number 15 is not inverted through the output . It is also called as cascading of demultiplexer.

Pin number 3 is to display the lamb test function which is active low. When pin number 3 input is low, irrespective of other input pin signals, all the segment outputs a, b, c, d, e, f & g are low & all segments of the display will glow. (For normal operation this pin is kept high (or open), then based on BCD inputs appropriate display segments outputs, becomes very low.

For normal display operations, the pin is held very high or kept open. If this input pin is made low, all the segment output a, b, c, d, e, f & g output become high, and all the segments are blanked off (no display).

Pin 5 is RBI input pin. When LT input is high, then low RBI input, turns all outputs a, b, c, d, e, f, g, h, making the display blank.

enable pin is used to Enable or Disable one of the two individual Demuxers. Demultiplexer IC is with Pin Configuration 74155 IC is a Decoder/Demultiplexer IC, which can be used as a 2 to 4 decoder or 3 to 8 decoder or 1 to 4 Demultiplexer or 1 to 8 Demultiplexer.
