I believe the most important factors to win a war are the following

Strategy

Before even going to war, you need not just one strategy, but several even. This is the most important part of winning any war, it organizes every other asset you have and will have. It allows you to cripple your enemy, even collapsing them if done correctly. The blockade of WW1 starved the Central Powers into submission. The balance of power in mainland Europe ensured England/Britain would never fall to a foreign power, preventing a Hegemon from forming and creating a fleet to crush Britain’s. It doesn’t matter how many guns, men and allies you have. If you’ve not prepared said assets, you can’t use them. Guns? You’re going to need logistics, training and a war economy to keep producing them and keep the ammunition flowing.

Stability

"A house divided against itself cannot stand." If your nation isn’t stable, it may be able to fight but cannot win. Coup d’etat, civil war, corruption, collapsing economy. These things will completely destroy any effective war effort if bad enough, a coup d’etat may place a puppet/ally of the enemy in the reins of the nation. Civil war ends up freezing your assets, creating dissonance between the ranks and more. It doesn’t matter how much you strategize if your high command won’t carry out your orders, it doesn’t matter how many guns and ammunition you have right now if you’ll run out in a few years due to a slowing war economy, an unsatisfied population.
