Explanation:

the crude oil & natural gas formed by fossil fuels are generally collected over the layer of water because, these (crude oil & natural gas) have the densities less than that of water (or salt water). as we know that those substances which are heavier (more denser) are collected at the bottom of the land & those which are lighter are collected above in the atmosphere. hence air & other gases forms an envelope above the oceans, sea's in the atmosphere, & rocks which are heavier than sea water are collected at the bottom.
