the above lines are quoted from Ozymandias by P.B Shelley. It is a sonnet which speaks about the ruined statue. Ozymandias is the name of the throne of the Egyptian king Ramesses. This sonnet depicts the desire of the king to erect a statue in order to immortalize himself.

In the above lines "Ye mighty" refers to the fellow kings of the king who consider themselves to be powerful and mighty. The king feels that they should despair because he feels in comparison to his magnanimity of greatness their successes and attainments are nothing.
