It probably could have. But the monarch & Church would have to

implement reforms they violently opposed. It is irrational

to look on high and hope the ruling classes make fundamental

reforms that weaken their grip.

Does a corrupt person stand by and allow bribes be criminalised? No,

they have a vested interest in keeping corruption tolerated/accepted.
