Step 1 - take any length (say 5 cm) and draw it.

Step 2 - take 90 degrees from both the ends.

Step 3 - take any other length (say 4 cm ) on a compass and cut an arc such that the arc intersects the angular line.

Step 4 - Join the points formed by the intersection to see the rectangle required.
