Coz due to first law of motion inertia luggage will keep on going in same direction until the external force will not apply in it . to prevent drop of luggage at sharp turn we use to bind luggage with rope.

If any luggage kept on the roof of a bus is not tied with rope, it will slide and fall down.
Initially, when the bus is in state of rest the luggage is also in the same state.
When the bus starts suddenly the luggage tends to remain in the state of rest due to inertia of rest.
As a result, the luggage will tend to fall in the backward direction.
