Magnesium has electronic configuration of (2,8,2) has a valency of 2.
but in another case of Argon has a electronic configuration of (2,8,8) has a valency of 0 why?
Can a Lth or Nth have 2 elctrons and would it be stable??​

them it becomes stable and hence it's valency becomes 0

argon has 8 electrons in its outer most shell and every element needs 8 electrons in the outer most shell to become stable
