Magnetic steel contains high percentage of chromium i.e. it is close to 16 % - 18 % of Cr with 8-10 % of Nickel.
It is not that all types of stainless steel are magnetic. There are stainless steels that are non-magnetic. For non-magnetic applications, austenitic stainless steels are used.
The relative magnetic permeability of these non-magnetic stainless steels is 1. We know stainless steel sink has a slight magnetic response over drainers which can said as an example.
