If we look back at the Mahabharata then, we get three best archers they were - Eklavya, Karna and Arjun. We known that Eklavya fought from the army of Panchal Desh, Karna fought from Kurus and Arjun fought from Pandavs.

But later we come to conclude that, out of these three only Arjun survived more than others. Thus, Arjun is considered the best archer of Mahabharata Kal.
