The basic point that makes this question hard to answer is that the definition of a moderate and an extremist really depends on the time and place in which it is used.
As for Gandhiji, he was in line with the extremists in the need for doing something beyond petitions to make the british agree to the demands of the INC. But, his methods were thought to be moderate by the extremists.
Similarly, for the moderates, other than his insistence on doing more than petitions the scale at which he wanted civil disobedience could have seemed extreme.
We can go on analyzing Gandhiji, but it my con tention that he was a person who can be fit into the binary of extremist or moderate.
