The development of a country hinges on the economic development of the country. Economic development in simple terms means supply leads demand and the balloon grows bigger with time.
Now , coming to your question, there are two enormous obstacles if were to restrict to only two of them:
1. Labor regulations: Call it ease of doing business or private sector participation in economy but a gainful employment for each of the working age participant can do wonders for holistic growth of country. Well, To make matters understandable, imagine there are 100 people living at any time in India, then 64 people (as on 2011 census) are the age group 15-64 Years considered the working population for a country. Out of these 64, only 5 people are working in a formal organized employment, 47 are in unorganized/under-employment category and 12 are unemployed. Of these 47, 23 are in agriculture, 9 are in industry and 16 in services. Note that services in unorganized sector means menial services such as waiters, courier guys and small distributors. All these people are effectively vulnerable to job-insecurity, no medical-pension benefits or a less than sufficient living wage. Now, lets come to the dependent population viz <15 Years or >64 Years who number 36 in total.
Now, Multiply this number by 1.25x10^7 thats the population of India growing at almost 1.5 time annually and you see the misery of the maximum populace in India.
At this moment, one can appreciate the massive impact of labor-regualtions to immerse the ballooning labor-force and private sector participation to immerse the ticking time-bong i.e. rising educated-unemployed/under-employed in India to regularize and penetrate the huge informal character of Indian economy such that each working-age participant is gainfully employed to eke out a worthy living.
2. Infrastructure deficit: Now look at the second picture. For the 100 people living in India, 35 are living in urban cities, but of 35, 15 are living off roads-No house, 22 out of 29+7 States & UTs have acute to severe water shortage, which means almost 80% of populace in these cities is living on less than 6 litres of water a day which is also fast shrinking and many international agencies are predicting there will be drinking water scarcity in most of the Indian cities by 2040 because of depletion and pollution of existing resources. Now, For these 100 people to move around, there are less than 2 buses, trains, metro trains combined. The energy, electricity and mobility requirements for an average Indian are a daily struggle to be met.
Accordingly, Multiply this number by 1.25x10^7 thats the population of India growing at almost 1.5 time annually and you see the misery of the maximum populace in India.
