Yes there is a lack of industrilization in the north eastern states of India, but it is not like industrilization never happened there. The region has immense potential and 98% of its periphery is an international border.
The lack of industrilization in the area is reflected in poor per capita income of the region which is ~ 30% lower than the national average. Also North East India contributes only 1 - 2% of India's total trade with its eastern neighbors despite being in close proximity
Given its geographical location and logistics cost advantage that it will offer in serving our India's eastern neighbours, the region has the potential to transform into India's gateway to eastern economies. The Government has realized that and hence the "Act East Policy".
