If manu is not satisfied with the decision of the High Court then he an APPEAL to the supreme court... the supreme court exercises the Appellate jurisdiction which means that it can review the decision made by the lower court!
Hence, Manu does not think of the High Court's judgment as the final judgment because he can appeal to the Supreme Court.
