Manuall scavengers usually use hand tools such as buckets, brooms and shovels. It is illegal in India.It violates fundamental rights such as 'right to life’ guaranteed in Article 21 of the Constitution into a right to life with dignity, right against exploitation because they are forcefully doing this work without any dignity.
