Yes, many cities in mahajanapadas were fortified. The emperors built large massive walls around them. These would act as a symbol of richness and superiority. This also makes it easier for managing the land and the people. And also protected the people from attacks. The emperors need a lot of resources for building forts and hence collect taxes.

i don't really know whether this is the answer but here it goes

Many of the mahajanapada cities were fortified to protect the kingdom from foreign and neighbouring  attacks and invasions. the forts were built with the help of strong bricks that were baked in the sun so that the forts remain strong.

Explanation:

there is no exact number of the cities that were fortified in my textbook ( cbse grade 6 janapadas and mahajanapadas ), but there were 16 mahajanapadas out of which almost all were fortified.
