Many plants bend but do not break during heavy storm. Why?

A plant's ability to resist breakage depends on the location and prevalence of  tissues containing parenchyma, collenchyma and schlerenchymatous cells.  The more the schlerenchymatous cells the more the mechanical strength and so the plant is more able to resist pressure and breakage

The strength of the soil is also important.

And then there's the wind.

If the force of the wind is less than the strength of all of the above, nothing happens.

If any, or several of the above are weaker than the force of the wind, the tree will get damaged.

Maybe it'll lose some leaves and branches.

Maybe it's in good, strong soil and will snap at the trunk before uprooting.

Maybe it's in poor soil, or poorly rooted and will tear loose of the soil instead of snapping.
