Hence, it is preferable to classify materials as good conductors and poor conductors instead of classifying as conductors and insulators. Materials which do not allow electric current to pass through them easily, are poor conductors of electricity.

because materials are first classified as metals , non-metals , metalloid and by this they know that it is good or bad conductor and don't think necessary to classify as conductor or insulator....
