Acccording to the Ques.

we can use the formula of Average Speed
i.e. Average Speed =  \frac{Total Distance}{Total Time}
= 5/10 = 0.5 km/hr

Therefore , ratio of average speed to maximum speed = 90/0.5
= 180:1

HOPE THIS HELPS!!

distance covered by tain in 10 hours is 5 km so distance covers in 180 hours is 90 km
