Meaning of "addressing the question of special purpose vehicles for afforestation", end of chapter. I am not able to understand the meaning of SPECIAL PURPOSES VEHICLES. Please help.

✴Afforestation is the establishment of a forest or stand of trees in an area where there was no previous tree cover. Reforestation is the reestablishment of forest cover, either naturally (by natural seeding, coppice,) or artificially (by direct seeding or planting).

Problems related to emissions and the disposal of vast amounts of ash from coal-based power plants, which are the center of India's energy supply, are resolved by sustainable development approaches. One such approach  is "Special Purpose Vehicle (SPV) for Afforestation"

Explanation:

A Special Purpose Vehicle is jointly  established by National Thermal Power Corporation  and other Central PSUs as a Registered Society to devise environmental and afforestation measures to decrease the carbon dioxide in the atmosphere. The objectives of this SPV are

  1. To raise the national forest cover through successful channeling of investment by members.
  2. Identifies suitable lands for foresting for NTPC and other member power projects through the Ministry of Environment and Forestry (MOEF), which will integrate with the State Forestry Departments / DRC etc.
  3. Facilitate accelerated procurement of forest clearing for NTPC and other members for the projects to be initiated in the future.
  4. Interact with MOEF to acquire the requisite compensatory afforestation for NTPC and other projects including forestland diversion.
