This is a Sanskrit Shlok meaning that as is the mind, so is the speech; as is the speech so is the action (i.e. speak what is there in your mind and do what you said) It emphasizes on the fact that good people always have uniformity in their mind, speech and action. They always do what they thought and spoked.
