The UN International Children's Emergency Fund (UNICEF) was established by the General Assembly on 11 December 1946 to provide emergency relief assistance in the form of food, medicine, and clothing to the children of postwar Europe and China. In December 1950, the General Assembly extended the life of the fund for three years, changing its mandate to emphasize health and nutrition programs of long-range benefit to children of developing countries. In October 1953, the General Assembly decided that UNICEF should continue its work as a permanent arm of the UN system, and charged the organization to emphasize programs giving long-term benefit to children everywhere, particularly those in developing countries who are in the greatest need
