● Equity : To minimum the disparity on basis of gender , caste, poverty. It would imply to greater investments and finical protection of the poor who suffer great burden of disease .

1. Increase the

expenditure in the health sector. Allocation of 55% of the total public health investment for the primary health sector.

2. Gradual convergence of all health programmes under a single field administration.

3. Improvement in the ratio of nurses, doctors and beds.
