The French believed that the economic development of the colonies would serve the interests of the mother country. So they implemented a number of measures. These included:
1. Ports were built to export the surplus production. They were used to export rice to the international market.
2. The area under rice cultivation was increased from 2,74,000 hectares in 1873 to 1.1 million hectares in 1900, and 2.2 million in 1930. Vietnam exported 2/3 of its rice production and was the 3rd largest exporter of rice in the world in 1931.
3. Canals were built, mainly with forced labour, to drain the land in Mekong delta and to increase cultivation.
