Transformation of grazing lands into cultivated farms. This was done since cultivated land brought in revenues. Herein, the pastoralists had to pay taxes for pastures that they used for free earlier 

Enactment of several Forest Acts that severely prohibited the movement of pastoralists in the forest areas and restricted their use of forest products, severely 

Enactment of acts like that of Criminal Tribes Act in 1874 hindered the mobility of the pastoralists. Such people were looked upon by suspicion by the government because of their nomadic lives.
