Political Executive:-

1--those are elected by people.

2--he is usually appointed for 5 yr.

3-- it includes ministers of both centre and state

4--he is directly responsible for people for decision.

5--he keeps on changing with the change of government.....

civil service ( permanent executive )

1--those are appointed by any centre or state body.

2--he serves upto age of retirement.

3--it includes bureaucracy

4 -- he is responsible to people directly.

5--he remains in office irrespective of change of government....

The power is exercised through elected representatives who hold ministers accountable and in turn, civil servants are accountable to Ministers. It is a combination of lay politician and politically neutral and permanent civil servants. It is precisely in this area that a degree of a difference of opinion begins to emerge between the political executive and the civil servants.
