NPT- Nuclear Proliferation Treaty as name suggests was formulated with to prevent spread of nuclear weapons technology. It was opened for signature in 1968 and came into force in 1970. It has been signed by 190 members. India, Pakistan, Israel, South Sudan have not signed it. North Korea pulled out of NPT in 2003.

NPT recognizes only those countries as Nuclear Weapons States that tested their nuclear weapons before 1968. Thus only USA, Russia, UK, France, China are recognized nuclear weapon state. India condemns this nuclear apartheid. This will not prove effective in nuclear disarmament. As long as few countries possess nuclear weapons the world will not be able to resolve the ‘security dilemma’. For example- When China developed nuclear weapons in 1964, it raised concerns for India’s security. It was only in 1962 that India had faced crushing defeat at the hands of China. Thus development of China’s nuclear program was one of the most significant driving factor for India’s nuclear program.

  • Further it is quite evident that while NPT could prevent nuclear proliferation among non nuclear weapons state, it could not address the proliferation from nuclear weapon state to non-nuclear weapon state.
  • China has also provided fissile material to Pakistan, NPT was not able to address it.

The efficiency of NPT is based on IAEA( the nuclear watch dog) inspection. However, development of nuclear technology by Iran and North Korea pose a very serious question to its efficiency. It can obviously not provide a full proof guarantee.

If India agrees to sign NPT it will have to agree that it is not a nuclear weapon state. Along with civil (which is already open since Indo-US nuclear deal)it will have to open its military nuclear program to IAEA inspection. This is not very favorable to India’s security interest. India has proved itself to be a very responsible power. It nuclear policy is based on No first use principle. Maintaining these objectives India has not signed NPT to safeguard its national interest
