Naturally every atom tries to attain stability. It attains stability by attaining the noble gas configuration. To do so, it forms chemical bonds with other atoms to share their electrons and ultimately becomes stable. This basic tendency of an atom is called its VALENCY or simply its combining power. It allows the atoms to follow duplet or octet rule.
