Toothpastes are basic in nature.

Usually tooth decay is caused due to acids, mostly since we usually consume acidic foods. For our mouth to be chemically neutral, we use bases to clean out teeth with.

Since acids and bases react -- called neutralization reaction, they prevent excessive acidity in the teeth.

Toothpastes contain bases such as ammonium hydroxide, calcium hydrogen phosphates, calcium carbonate, silica and hydroxyapatite and mostly sodium fluoride.
