Indian Parliament has the bicameral system of government, thus the resolutions of both the houses are important in passing any law. But, the authors of the Constitution of India intercepted circumstances of stalemate between the Houses. As a result, the Indian Constitution made provisions for the joint sitting of both Houses to break down the deadlock. The President of India approaches both the houses of the Parliament for the first assembly held following the General Elections to the lower house and at the commencement of the inaugural session every year.

Joint sitting can be summoned by the President if after a Bill has been passed by one House and transmitted to the other House

the Bill is rejected by the other House; or

the Houses have finally disagreed as to the amendments to be made in the Bill; or

more than six months elapse from the date of the reception of the Bill by the other House without the Bill being passed by it.
