The problem faced would be that a certain language is not understood by whole world, so using local name like cow would not understood by the peoples of france . 
So the system of binomial nomenclature is introduced its a scientific name of an animal known all over the world .
Carl Linnaeus has introduced this system of binomial nomenclature.
