e proportion of people below poverty line is
not the same for all social groups and economic
categories in India. Although, the average for
people below poverty line for all groups in India
is 21.9, while 45 out of 100 people belonging to
Scheduled Tribes are not able to meet their basic
needs. Similarly, 32.9% of casual labourers in
urban areas are below poverty line. About 40% of
rural agricultural labourers and 31.5% of
Scheduled Castes are also poor. Most
importantly, being a landless casual wage labour
household in the socially disadvantaged social
groups of the Scheduled Castes or the
Scheduled Tribes is at the double disadvantaged
position.
