Firstly, Microbes cause food to deteriorate and develop a rancid odour, tastes and different spoilt textures. This usually occurs in the so-called 'danger zone' where microbes swiftly multiply and thereby attack the food.
However, microbes, when kept in refrigerators, cannot survive such harsh conditions and thereby the action of the microbes reduces. So, the temperature can affect the multiplication of microbes.
Moreover, Listeria monocytogenes has the tendency to survive such harsh conditions which no other species can do. So this statement is partially considered.
