It depends on which nitrogen atom you are considering. The nitrogen in ammonium  has OX=-3, the one in nitrate has OX=+5.

One is a pretty decent reducing agent, the other a powerful oxidant present in close proximity. This allows the material to react with itself at higher temperatures. It does so explosively and apart from being a fertilizer it is also an explosive.
