Milkman adds very small amount of baking soda...what do you expect when this milk comes to boil

may be it produces more of foam (cream)
quantity increases..

Becuz baking soda is a base which reacts with acids and neutralizes it. This prevents milk from getting sour and keeping it fresh for long time..
