modern day government spends on whole range of activities because they know investing in the human resource is important for whole country. investing on human resource will also be very very profitable for them because only humans can make the best use of nature by applying skill.for example country like Japan do not have much natural resources but they have invested a lot on the human resource and they have lots of skill because of it Japan is famous worldwide for its technology and making best use of human resource
