Yes it is correct because in goverment offices there has been using cameras for recording the whole thing about what is going in the office.Media has also became more powerful they were using secret cameras for capturing  the corruption scenes.And the media later reveleaing that in the tvs so that people all are watching and teh higher officials are dismissing them.Hence the goverment officials are not encouraging corruption
